Pennsylvania Bill Incorporates Recall Checks Into Safety Inspections

Pennsylvania House Bill (HB) 2297 would require state vehicle safety inspections to include a review of any potential safety recalls using the vehicle's VIN number and notify the owner or driver of the vehicle if it's subject to a recall.

Madeleine Dean, D-153, would require state vehicle safety inspections to include a review of any potential safety recalls using the vehicle’s VIN number and notify the owner or driver of the vehicle if it’s subject to a recall. If the vehicle otherwise meets the usual safety criteria, shops are permitted to issue a certification of inspection. According to H.B. 2297, the term “safety recall” means a determination by a manufacturer or the National Highway Traffic Safety Administration that a vehicle has a safety-related defect or does not comply with a Federal motor vehicle safety standard. If enacted, the bill will take effect within 60 days.

Robert Redding Jr., ASA Washington, D.C., representative, spoke in support of the bill, stating, “At the Vehicle Safety Inspection Forum hosted by ASA and ASA-PA, in Philadelphia, shop owners discussed the value of including recall notices as part of the vehicle safety inspection. ASA supports state inspection programs including these notices to consumers.”

H.B. 2297 has been referred to the Committee on Transportation for further review.
